How and why would a lack of oxygen affect Na+ and water reabsorption by the nephron?

Answer: A lack of oxygen would block the ability of mitochondria to make ATP. ATP is needed for the basolateral Na+/K+ ATPase to transport Na+, and this is the critical "power step" driving Na+ reabsorption by the nephron. Thus, lack of oxygen will stop Na+ reabsorption by the nephron. Since most water reabsorption occurs as water follows salt by osmosis, this will also stop most water reabsorption.
