Both are programs to provide medical care. Medicare provides health coverage and drug benefits to all Americans older than sixty-five, the disabled, and those suffering from permanent kidney failure. Medicaid provides medical care to the poor. Medicare is funded by taxes and a monthly premium. Medicaid is funded jointly by the federal government and the states. Medicare is an entitlement program, whereas Medicaid is a welfare program in which eligibility is determined by each state as a percentage of the poverty threshold.
