This is an intermediate step while many police departments catch up with information technology. Basically, this is the consolidation of radio communication by multiple police departments through a mobile radio district (MRD). Consolidation of police communications is hindered by budget restraints, the insularity of some police chiefs, local politics, and the need to upgrade police departments' information technology to bring police departments in to the 21st century. One major problem with consolidation is that the police chiefs in most departments feel that the department where the MRD is located will control dispatching. This problem has been solved with written guidelines where there are overlapping jurisdictions. In some areas there is competition for police calls and departments "jump" each other for the "glory" calls like a murder with the killer escaping.

There is no longer any rational reason for ignoring consolidation across all jurisdictional lines. In the 21st century consolidation is an intermediate step using what many information specialists consider obsolete technology, the mobile radio.

Computers, crime mapping, consolidation programs, and specialists brought in to deal with the allocation of scarce police sources will be making these decisions in the future, based on the real time direct communication.
