Shaw and McKay proposed a framework that began with the assumption that certain neighborhoods in all cities have more crime than other parts of the city—most of them located in Burgess’s Zone II, which is the zone in the transition from residential to industrial, due to the invasion of factories. The neighborhoods that have the highest rates of crime typically have at least three common problems: physical dilapidation, poverty, and heterogeneity (which is a fancy way of saying a high cultural mix). Shaw and McKay noted other common characteristics, such as a highly transient population, meaning that people constantly move in and out of the area, as well as unemployment among the residents of the neighborhood.
