The first system is called court-appointed counsel. Here a roster of approved criminal defense lawyers within the local jurisdiction is utilized to choose an attorney to provide legal services to the poor. On the roster are private practicing attorneys who agree to work for a set hourly fee, typically less than they would usually bill for their services. The next system is known as the public defender system, which employs a full-time government staff in salaried positions; approximately 65% of our nation's counties fund this type of defense system. The final type of defense for the indigent defendant can come through the contract system. Although this is the least likely system of defense, contract counsel draws attorneys from a wide variety of community resources. For example, this system might use an individual law firm, the local bar association, or even an individual attorney.
