According to the chapter, why do prosecutors need discretion in the charging decision?

What will be an ideal response?


Most experts believe prosecutors need this broad discretion because not all arrests should result in criminal charges. Some victims do not want prosecution. In other cases, there may not be enough evidence to prove the defendants are guilty beyond a reasonable doubt. Sometimes counseling or other noncriminal responses may be more appropriate. Maybe resources can be spent better on prosecuting other cases.
