Why do we specify LTTR value for some insulating materials?

For insulating materials that contain HCFC gas, we specify LTTR value because a small percentage of HCFC gas migrates out of the material after manufacture, reducing its R-value gradually until it stabilizes at about six months. The stabilized R-value is called long-term thermal resistance (LTTR).
