What are some benefits and drawbacks from participation in specialized courts to be voluntary?

Often because participation in specialized courts is voluntary they are reserved for low-level, or first time offenders. They may also be used for offenders that are serious about changing their behavior.
Drawback is that the offender that truly may need to participate in alternative courts may choose not to participate or may not be eligible to participate. An additional draw back may be that the court gives the appearance of not having a punitive element, and being offender-centric, verses retribution-oriented.
