a. The Allies' goals were to create a democratic Germany, uphold national self-determination in eastern Europe, and establish the League of Nations as an international forum for the resolution of disputes.
b. The U.S. goal, as spelled out in Wilson's Fourteen Points, was to create a new global order committed to such principles as freedom of trade, freedom of the seas, and diplomacy as the basis of international relations. In this way, another war would be avoided.
c. France, however, feared the resurgence of German militarism and wanted to create a buffer state along the Rhine River.
d. Although France did not get its request for a separate Rhineland state, Allied forces did occupy the region.
