Open-air markets allow buyers to know where to go in order to obtain the drugs they want and can weigh quality against price; conversely, sellers are able to maximize customer access. Open-air markets also generate or contribute to a wide range of problems and disorder in the community, including traffic congestion, noise, disorderly conduct, loitering, prostitution, robbery, burglary, theft from motor vehicles, fencing of stolen goods, weapons offenses, assaults, and clandestine drug labs. Simply arresting market participants will have little impact in reducing the size of the market or eradicating open-air drug markets completely; furthermore, a police crackdown or sweep will be a deterrent only if appropriate sentencing is used. Still, law enforcement officers can and have policed problem areas in a highly visible fashion, enforced the law intensively, used intelligence-led investigative work, and arrested drug buyers in "reverse stings."
