Private prisons play a significant role in management of the inmate population. These correctional facilities are run by private firms as business enterprises in an attempt to circumvent the usually difficult process of getting voters to approve the funding and construction of new prisons. Some evaluations find that recidivism rates of inmates in private and public prisons do not differ greatly. There is some evidence that inmates released from these institutions who do reoffend may commit less serious offenses than those released from public institutions. On the other hand, private prisons raise a number of issues and vexing problems. The question of whether providers are able to evaluate the programs effectively, knowing that a negative evaluation might cause them to lose their contract is an interesting one. And will the need to keep business require an ever widening of the criminal justice net? Private corrections firms also run into opposition from existing state correctional staff and management who fear loss of jobs and autonomy. Private correction firms also face administrative problems. How will program quality be controlled? To compete on price, a private facility may have to cut corners.
