During a full or new moon, the Earth, moon and sun are aligned in a more or less straight line. At this time the gravitational pull of the sun may either complement that of the moon (new moon) or, if the sun is on the opposite side of the earth than the moon, it will draw water toward it and away from the moon, which is also drawing water, resulting in two large bulges on either side of the planet and a spring tide.
