An expanding technology that has had a profound effect on 911 notification and locating is the cellular

telephone. The FCC requires that all cellular phones, even those without a service contract, be capable of
connecting to a 911 system nationwide. __________ cellular telephones do not operate from a fixed

areas, cells may not follow jurisdictional boundaries, or a caller may move between cells while on the
