- Relationship between colonies and homeland: English Navigation Acts defined colonies both as suppliers of raw materials and as markets for English manufactured goods; colonial commodities had to be transported in English vessels; "enumerated commodities" could be shipped only to England, which would then export them for great profit; limitations placed on colonial enterprises to eliminate colonial competition (Wool Act, Hat Act, Iron Act); colonial assemblies could not place tariffs on English imports; colonial banking disallowed; local coinage prohibited; export of English coins forbidden; "salutary neglect"-colonial rules and regulations contrary to good business practices were ignored or not enforced; lax enforcement benefitted colonial merchants
- Competition between European nations: merchants from other nations could not conduct business with English colonies; England sold "enumerated commodities" to other nations at great profit; war with other mercantilist powers avoided during the 1720s and 1730s
