An organization is defined as an entity of two or more people who cooperate to accomplish an objective. Max Weber has stated that bureaucracies generally adhere to several key principles:
Specialization: the principle of fixed jurisdictional areas
Hierarchy of offices: a clear system of authority with superiors and subordinates, and a formal distribution of the authority to give commands
Rules and regulations: written rules and files that guide personnel actions and serve as the organization memory of the bureaucracy
Technical competence: appointment to office is based on explicit qualifications
Official activity demands the full working capacity of the official: an office holder is responsible for completing the tasks of the office, regardless of how long it takes
Office management follows exhaustive, stable, written rules, which can be learned: knowledge of the organization’s rules and responsibilities is key to job performance
