Seeing that energy efficiency saves money and has so many environmental benefits, why has there been so little emphasis on it in the United States?

Fossil fuels and nuclear power are artificially cheap because of government subsidies and tax breaks. Their market prices do not include their harmful environmental and health costs. So there is little incentive to invest in improving energy efficiency. Also, there are too few tax breaks, rebates, and other economic incentives to invest in improving energy efficiency. In addition, the public is not well educated on the economic advantages of cutting energy waste.
