If the mission of the project is to travel to the moon, requirements discovery identifies the major elements that are necessary for such a mission: a rocket that can carry astronauts to the moon and bring them back, a vehicle that will land on the moon and take off later, astronauts that we send to the moon, facilities for training the astronauts, and so on. Requirements gathering then identifies what is necessary for each element within the mission. If our understanding of the objectives of the mission is incorrect – for example, if we are merely sending an unmanned vehicle – then gathering requirements about the training of the astronauts is a misguided effort and a costly failure.
