The House has tighter organization because of its larger size. This leads to key differences between the two chambers. Senators do not worry as much about which committee hears legislation because they will have a better opportunity to make changes later; they may always offer amendments and may also filibuster legislation. These powers do not exist in the House, and the Rules Committee often places restrictive rules on debate and amendments. This gives greater power to House party leadership than to Senate party leadership.
