Administrative responsibility balances maximizing administrators’ internal guides to conduct with external controls on behavior (such as red tape, regulations). First, the internal guide to conduct recognizes that administrators know that they serve in government and must be sensitive to the legitimate roles of other elements of the government that include control of administrative behavior. Second, administrators have loyalty to their agencies and the programs entrusted to them. Third, administrators are loyal to their profession’s standards and are motivated to win the regard of members of the profession who are outside the government.
