D. Administration, including payroll, personnel records, and budget
E. Property, including lost and found and stolen property
F. Other, including bail financial records and jail operations
It is obvious from this list that paper records would overwhelm most departments while digitalized computer records, which are searchable and instantly available, solve many problems including the availability of storage. Audits are easier and less time consuming while searches and data mining can reveal relationships that were never available without a great deal of work. This can be especially true for crime investigations on such items as cyber crime, serial killers, serial rapists, serial child molesters, and serial batterers who travel from jurisdiction to jurisdiction. Digitalization of all police records lowers costs in time and money by a "huge" amount.
