As part of the application of constitutional policing and in consideration with police legitimacy, a “soft” approach is recommended in dealing with demonstrations, beginning with police communicating with protest leaders before and during the event to deter any violence by agitators and ensure that protests can be conducted peacefully. Police responses are to be measured and proportional to what is happening during a demonstration.
