Countries are not forced to borrow money it is a choice. The IMF and World Bank remain the last resort for most countries. Many countries ignore the conditionalities. Many of the conditionalities are policies that were inevitable. The lenders have a responsibility to encourage responsible use of the money. The programs have had some significant successes.
