Why does the TIA/EIA 568 specification call for a different maximum cable length than that specified by the IEEE standard?

Modern Ethernet networks specify a limit of 100 meters between a hub or switch and a node. Interestingly, though, the TIA/EIA 568 specification allows only UTP cable lengths of 90 meters. This is due to the patch cables. Patch cables add extra distance between the switch and the PC, so TIA/EIA compensates by reducing the horizontal cabling length.
