What is Regulation Fair Disclosure? Explain the views of those favoring and opposing Regulation FD
What will be an ideal response?
Regulation Fair Disclosure (FD) became effective on October 23, 2000. It required companies to publicize all potentially market-moving data at the time that such become available. No longer can such data be made available only to certain analysts in a securities firm before being given to the public at large. Those favoring Regulation FD argue that the major purpose of our securities laws is full disclosure and that both large and small investors should have access to the same data, resulting in a "level playing field." Those opposed to Regulation FD argue that it has a "chilling effect" on analysts and contacts they once had with corporate managers, and has led to a decrease in the predictability of earnings reports. Market inefficiency is a result in the eyes of many.
