• When an officer encounters activity that might be an indicator of potential terrorism, the officer gathers as much information as possible and forwards it in accordance with individual department procedures.
• The information is first reviewed by an intelligence analyst, and then it goes to a supervisor.
• If the information appears valid, selected portions may be released on a secure computer server outside the agency's own system.
• Two more reviews take place before the information can be accessed.
• First, the local JTTF reviews the data to determine if it threatens any ongoing secret investigation(s).
• This is followed by a review from e-Guardian.
• If both of these reviews are positive, the information can be reviewed by other agencies.
• Any investigator or analyst accessing the information is only able to look at material approved and released by the originating agency.
