The Paris Commune was formed in the wake of an unsatisfactory provisional government, which was formed after Napoleon III was forced to abdicate following the Franco-Prussian War. The provisional government failed to prevent advancement of German troops from surrounding Paris and sued for peace. Paris radicals were outraged and voted to declare the Paris Commune rather than surrender to the Germans. This predominantly working-class movement seized power and passed legislation enhancing workers' rights, granting free education, capping the cost of rent, and reducing church power. After two months, the city of Paris was stormed, and the French provisional government indiscriminately slaughtered more than 20,000 people, who had reconvened in Versailles. Marx and the socialists romanticized the Paris Commune as the first workers' state that proved socialism and/or communism could prevail. Marx used this slaughter by the provisional government to justify his endorsement of violent revolution.
