The resting state of a neuron is a polarized one, with an excess of sodium ions on the cell's exterior, and proportionately more potassium ions inside the cell. The cell membrane of the neuron is polarized because there is a slight excess of positive ions on the outside of the membrane, and a slight excess of negative ions inside the cell membrane.
