Also, the need to address the environmental issues—and corresponding problems with population settlement and agriculture—will require substantial sums of foreign assistance. Lastly, given the mismatched between water-sheds and political boundaries, it is not possible for one country alone to address the problem; some form of international cooperation is required; this will most likely entail the participation of members from beyond the immediate region, if only to moderate the proceedings. Ultimately, the international community may participate simply to maintain some level of stability in the region.
