Screening is used to determine whether a child has the potential for a delay or disability and thus should be referred for comprehensive evaluation to determine eligibility. Accuracy of a screening assessment is important because some children may be missed, while others may be over-referred. A screening instrument's rate of under- or over-referral refers to its sensitivity and specificity. Sensitivity is an instrument’s ability to identify children who need additional assessment. The less sensitive an instrument, the greater likelihood of under-referrals or "false negatives." Specificity is an instrument’s ability to rule out children who do not need to be referred. The less specificity of an instrument, the greater likelihood of over-referrals or "false positives."
