By incorporating the doctrine of parens patriae, the juvenile court was to act in the best interests of children through the use of noncriminal proceedings. The basic philosophy contained in the first juvenile court act reinforced the right of the state to act in loco parentis in cases involving children who had violated the law or were neglected, dependent, or otherwise in need of intervention or supervision. This philosophy changed the nature of the relationship between juveniles and the state by recognizing that juveniles were not simply miniature adults but rather children who could perhaps be served best through education and treatment.
