The answer should include the following points:
• The report contains background information on defendants that helps judges make individualized decisions.
• It contains a description of the referral incident, the youth's past conduct, prior contacts with the police and courts, and family environment and relationships.
• Information on the youth's employment history, school records, interests, and activities is also collected.
• If police officers have information on special problems of the youth or if special needs of the youth are discovered, these are included in the report.
• It draws up a plan for what the youth needs and how he or she can be best helped.
