Singapore has an efficient and effective health care system that relies on competition, consumer incentives, and saving. Competition is encouraged by requiring hospitals to post prices for services. The consumer is given an incentive not to over-consume health care because there are high out-of-pocket consumer costs for using health care services. Consumers also are required to have medical saving accounts and deposit 6 percent of their incomes in these accounts.
