According to Barbara Owen and Barbara Bloom, who profiled women prisoners in California, however, the increase is also because of the growing numbers of women prosecuted for and convicted of drug offenses, the increasingly harsh sentences for drug offenses, and the lack of both treatment and community sanctions for women drug offenders.
