In what ways can hawalas and other informal value-transfer systems of terrorist financing be identified and stopped?

What will be an ideal response?

In some nations, hawalas are illegal; in others, they are active but unregulated. It is therefore difficult to accurately mea- sure the total volume of financial activity associated with the system; however, it is estimated that, at a minimum, tens of billions of dollars flow through hawalas and other informal value-transfer systems on an annual basis.
