Both the rise of budget committees and years of intractable budget deficits have greatly reduced the role of the authorizing committees. Much of what formerly had been the province of authorizing committees was shifted to amendments to appropriations bills, but the appropriations committees themselves also found their role reduced. The appropriators’ position has shrunk not only because they lost control over spending totals to the budget committees but also because they have control over less of the budget.
