Truth in sentencing laws provide that offenders must serve at least 85 percent of their prison sentences. This resulted in longer prison sentences and the accumulation of inmates in prison, thus causing overcrowding. Furthermore, because of the Violent Crime Control and Law Enforcement Act of 1994, states are given a financial incentive to build more prisons and punish more offenders. This establishes a carceral ideology and punishment.
