At local level there may be ‘turf wars’ as branches are combined or rationalised to minimise costly
duplication of efforts. Yet it would be difficult to argue against restructuring that aims to place
responsibilities in the hands of those best equipped to discharge them. It seems clear that while local
(volunteer) groups continue to have a role to play, national co-ordination is a necessity. The risk is that
well-meaning voluntary support withers because volunteers become disillusioned at loss of autonomy
and sense of worth.
