Not all witnesses are impeachable. If a witness's testimony seriously damages the cross-examiner's case, there will be every incentive to attack the witness's credibility. However, an attack upon the witness that fails to shake the witness's credibility may very well backfire and hurt the cross-examiner's case even further.
