Empowerment is a matter of degree, not an either-or proposition. Power can be shifted to the hands of nonmanagers step by step. The overriding goal is to increase productivity and competitiveness in organizations. Each step in this evolution increases the power of organizational contributors who traditionally were told what, when, and how to do things. See Figure 12.6.
Domination/No Degree of Empowerment: Authoritarian power-manager/leader imposes decisions. 
Consultation/Increased degree of empowerment: Influence sharing-manager/leader consults with followers when making decisions. 
Participation/Increasing degree of empowerment: Power sharing-manager/leader and followers jointly make decisions.
