These procedures provide important mechanisms to prevent unnecessary or poorly formulated legislation. However, congressional procedures also frustrate good and needed legislation. Opponents of a bill have only to muster a majority at one crucial point to prevent its passage. A committed and well-supported minority is able to use legislative procedures to achieve blockage of policy.
