Each is difficult to implement since citizens are likely to recoil at being constantly monitored (making certainty difficult to achieve), have different ideas about whether a particular punishment is severe or mild (making it difficult to standardize severity), and are unlikely to compromise their due process rights (making swift application of punishment difficult).
