Because most American prisons are overcrowded, many people and groups have suggested alternatives to incarceration. These include extended probation and parole programs as well as electronic monitoring. However, these programs will reduce overcrowding only if they are used for people who would otherwise be in jail. If the government uses incarceration alternatives to "net-widen"--in other words, to target people who would not otherwise be in jail--then these alternatives will not help jail overcrowding.
