Privatization often appeals to small jurisdictions with struggling economies, as prison companies promise new jobs and economic growth. However, many of these jurisdictions end up devoting so many resources, such as labor and infrastructure, to the facilities that they become entirely dependent upon maintaining high rates of incarceration. If the company fails to fill its beds and revenues lag, the jurisdiction may face high levels of unemployment as well as damage to its bond ratings if the facilities were financed with public bonds.
