Historically, dating to the colonial period, Latin American economies have been dominated by the export of primary products. Following independence, neocolonial relations between Latin American governments and both the United States and European states continued this pattern. More recently, through the establishment of trade blocs such as NAFTA, the importance of

export-led industries in the primary sector continues to be emphasized. Such a dependency on the export of primary products maintains Latin America in a particularly vulnerable position vis- à-vis the fluctuations of the global economy.
