Crime victims' rights specifically address procedures that criminal justice systems must follow. Some of the rights include procedures for notification of crime victims of the progress of their cases, ensuring that they receive certain governmental services, allow victims to participate in the sentencing phase and the charging decision. Legislation includes the Omnibus Victim and Witness Protection Act, the California victim compensation program and the Victims of Crime Act. Currently crime victims are afforded many more protections than they received 40 years ago – at which time the Civil Rights Act set the stage for scrutinizing crime victims' issues. Margaret Fry was also instrumental in questioning the government's duty to compensate its citizens for failing to prevent criminal injuries to innocent victims and set the stage for new governmental policies for crime victims.
