According to the authors, the "Pink Syndrome" describes the fact that the criminal justice system, from policing, arrest policies, and court procedures to facility designs, programming, and the cultural competence of staff, was designed by and for men. The increase in the incarceration rate for women since the 1970s has meant that women in custody are often placed in facilities and programs that have received only a minimal amount of changes designed to address their specific gender-based needs. This inadequate effort is likened to simply painting a men's prison pink and declaring it fit for a female population.
