Technically, the rules of ethics created by the national paralegal organizations have no effect
over the professional conduct of paralegals/legal assistants, because their conduct must be
compatible with the attorney ethics rules of the operative jurisdiction. But national paralegal
organizations have their own sets of rules for the same reasons any group would have rules of
conduct for its members: to maintain order and to establish legitimacy.
