Again, this is a matter of a person's personal opinion. In many states the prosecutor must consult with victim before agreeing to a plea bargain. Often the prosecutor will attempt to obtain a plea bargain when his or her case is weak. In this case, requiring victim consent may create an obstacle for the prosecutor.
