The three segments that make up response time are:
(1) Citizen reporting time, that is, the time from when the incident occurs to when police are notified;
(2) police dispatch time, or the time from when police are notified to the time an officer is dispatched; and
(3) police travel time, or the time between an officer being dispatched and the time he arrives at the scene.
