Being sued is a reality of modern-day policing because American society is litigation
prone, and the police are a popular target because they exercise authority and are
involved in highly charged and often emotional confrontations with the public.
Increased training of both the police and the public of the procedures that police
departments follow in various situations, especially those that appear in a highly
charged emotional confrontation.
